Indian law requires that all electric vehicles have ARAI[50] approval. Vehicles with below 250W and speed less than 30 km/h, do not require certification- hence not following full testing process, but needs to get exemption report from ARAI. Whereas more powerful vehicles need to go through a full testing process following CMVR rules. This can take time and cost money but assures safe and reliable design for Electric Vehicles. These regulations are not promulgated by the Regional Transport offices, and riders are not required to obtain a licence to drive, to carry insurance, or to wear a helmet.
The second type of electric bike is a much smaller, often foldable unit designed for convenient urban (or suburban) commuting and for easy storage in minimal space. These compact electric bikes are perfect for trips of a few miles, and many are small and lightweight enough to be carried onto trains or buses, allowing their rider to make use of multiple types of transportation in a single trip, and to store their bike in a closet or even under a desk at work, at school, or at home.
While I would have loved to see some higher end components such as disc brakes or built-in lights, the bike still works well for what you get and is a pretty good value for the price. One missing component that I feel would make a big difference is a kickstand. I’ve never seen an e-bike that didn’t come with one, outside of ultra premium multi-thousand dollar road and downhill e-bikes that try to save every gram of weight. But for a commuter, a kickstand is pretty important. You can always add a cheap $7 kickstand from Amazon, but I would have preferred they save us the step and include their own cheap kickstand.

On October 22, 2014 PA house bill 573 passed into law, which is Act 154, which changes the definition of "pedalcycle" (bicycle) in the PA state vehicle code. "Pedalcycle" is now defined as a vehicle propelled solely by human-powered pedals or a "pedalcycle" (bicycle) with electric assist( a vehicle weighing not more than 100 pounds with two or three wheels more than 11 inches in diameter, manufactured or assembled with an electric motor rated no more than 750 watts and equipped with operational pedals and travels at speeds less than 20 mph). This bill allows the usage of pedal assisted bicycles in PA that follow the adopted state guidelines.
Both the Stromer and the Stoeckli are very nice looking designs and easy to handle. Reliability for both does not seem to be up to Swiss standards, e.g. some of the 2012 Stöcklis seem to have bad contacts. However, as of 2013, most of these problems should be fixed. The Cube got criticized for its battery/saddle system, but this has probably been fixed in more recent edition and it has less "punch" then the other's since the motor is smaller (324W?). I don't know about the BH Neo Nitro. Given the relatively low price of the BH Nitro, it may be the best buy in this category if you plan to cover smaller distances (the battery is limited to 9Ah, and Spain's industry does need some help ;) Anyhow, all of these models come with a variety of motors and country-specific modifications. E.g. in France, the BH Nitro comes with a 350W motor and is electronically limited to 25km/h, whereas in Switzerland you either can get a 500W - 45 km/h version or a 250W? - 25km/h version.
Geared Hub Motors – Most pre-built e-bikes use brushless geared hub motors. These motors have internal planetary gears that help transfer power from the motor to the wheel. Because of the internal gearing, these motors provide excellent torque but are limited in top speed. On the plus side, the improved torque means better take-off power and hill climbing ability. Plus, less wattage is required to get the motor turning and they’re typically small and lightweight. On pre-built e-bikes, these motors range from 200w-500w and go up to 20mph. But some aftermarket kits can be as powerful as 1000w, with increased top speeds and huge amounts of torque (ideal for extremely hilly terrain). Besides lower top speeds, these motors tend to be expensive and it’s possible the gears will eventually wear out and need to be replaced (this is highly unlikely, they las quite a long time). Good examples are Ancheer bikes.

I am very pleased with the quality and performance of this electric bike. I find that the twist grip throtle works better for me than the peddle assist low, medium and high settings. It is not necessary to change out of high gear to climb most hills while peddling with the throttle also providing power. The shocks work well on dirt paths and the seat is comfortable. This stems from the fact that while places like the US and Canada offer some Federal regulation, the legality of road use is left to the various States or Provinces and then complicated further by municipal laws and restrictions. Further more there are a range of classifications and terms describing them, "Power-assisted bicycle" (Canada) or "Power assisted cycle" (United Kingdom) or ”Electric pedal assisted cycles” (European Union) or simply "electric bicycles", and as such in some cases have varying laws according to their respective classifications in some places.

Louisiana Revised Statute R.S. 32:1(41) defines a motorized bicycle as a pedal bicycle which may be propelled by human power or helper motor, or by both, with a motor rated no more than one and one-half brake horsepower, a cylinder capacity not exceeding fifty cubic centimeters, an automatic transmission, and which produces a maximum design speed of no more than twenty-five miles per hour on a flat surface. Motorized bicycles falling within this definition must be registered and titled under Louisiana law. Additionally, a motorized bicycle operated upon Louisiana roadways or highways by a person fifteen years of age or older and producing more than five horsepower must possess a valid driver's license with a motorcycle endorsement and adhere to laws governing the operation of a motorcycle, including the wearing of approved eye protectors or a windshield and the wearing of a helmet. The statute also states that "Motorized bicycles such as pocket bikes and scooters that do not meet the requirements of this policy shall not be registered."

Elby is the complete package commuter: lights & a USB charger (for a phone or whatever) are integrated into the motor’s power supply and wired inside the frame. Rugged fenders have heavy-duty cross braces to attach baskets and whatnot. Thick Continental tires make for a comfy ride. The step-through frame is very convenient, built stout enough to carry me (200#) and two loaded baskets down hills and around curves with perfect stability. It worked well for the first 2 months but the battery is cheap and stated to wear out. I tried going on the website, but they battery shows as out of stock, and has been for 3 months now. I left 5 emails with customer service, never got a reply. Also there is no number listed on their website to even speak to a real person. Now I have a worthless 5 month old bike..... horrible this company should be ashamed.
