The federal law will not prohibit a motor vehicle label and additional restrictions given by the state. States will typically define e-mopeds in the 1000W range (1.5 hp) and speeds attainable to 30mph, and include a few requirements such as a helmet, eye protection, and a driver’s license. States may also require title, registration, and insurance for mopeds.

On a single charge, the bike travels up to 50 miles and as a bonus feature, maintenance is minimal due to the fact there are few moving parts thanks to its lack of a combustion engine.
As we already noted, roadways in many countries aren’t the ideal places for bicycles, as transportation engineers spent the last century or so designing them only to accommodate cars. The average bike rider moves at a pace that’s fast enough to surprise drivers, but slow enough to make it difficult for them to avoid dangerous situations. I converted my Kona Dew Deluxe to electric with a controller and 1000 watt front wheel. The SLA batteries I tried initially were _functional_, but the bike had a range of about 6 miles @ approx. 50% throttle use. Since upgrading to the Joyisi pack, the utility of the bike has increased exponentially. I need to add a better gauge so I can drain the battery more fully between charges, but I'm getting at least 20 miles per charge, including some very aggressive uphill segments. On flat ground, the battery powers the bike to approx. 35MPH; even on really steep hills with minimal pedal assist, I do at least 15MPH. Biking 15MPH uphill with little/no effort is EPIC.
But unlike other battery mounted controllers, the Baserunner also stands on its own too. If you upgrade to a different battery model in the future that doesn't fit the cradle, simply remove the Baserunner from the base and use it as a miniature stand alone controller with your new battery pack. Last year we found a very low-priced (under $600 at Amazon) bike made by Ancheer. Overall, it made some good compromises to get down to the $600 price point but I had some issues with the build quality, the power of the motor, lack of display on the controller and size of the battery. This year a new low-cost Amazon ebike from Rattan seems to have answered many of my concerns.

Power-assist: Also known as pedal-assist bikes, these are the bicycle equivalents of hybrid cars: they're designed to be pedaled quite a lot of the time and electrically powered either when you're tired or when you feel like a bit of electric help (when you're going up hill, for example). Unlike full-power bikes, they don't have hub motors; instead, there's a separate electric motor mounted near the rear wheel and driving it either through the gear sprocket or simply by pressing against the rear tire. Where a hub motor is difficult or impossible to pedal without any power (because you're effectively turning it into a generator), power-assist motors turn easily with little or no resistance when you pedal. That gives power-assist bikes much greater range than hub-motor ones (as much as 80–145km or 50–90 miles).
Electric bikes aren’t just a practical and environmentally conscious solution to gridlock, they also are really fun to ride. On top of all of the persuasive arguments to get an electric bike, I think the Rad Wagon’s best-selling point comes down to enjoyment. Zooming down the street each morning I wasn’t angrily yelling at fellow drivers or rushing not to be late. The bike commute was part of the journey each day, and not just the means I used to get around. There’s a reason so many people loved biking as a kid, and it can be just as fun as an adult.
In China, e-bikes currently come under the same classification as bicycles and hence don't require a driver's license to operate. Previously it was required that users registered their bike in order to be recovered if stolen, although this has recently been abolished. Due to a recent rise in electric-bicycle-related accidents, caused mostly by inexperienced riders who ride on the wrong side of the road, run red lights, don't use headlights at night etc., the Chinese government plans to change the legal status of illegal bicycles so that vehicles with an unladen weight of 20 kg (44 lb) or more and a top speed of 30 km/h (19 mph) or more will require a motorcycle license to operate, while vehicles lighter than 20 kg (44 lb) and slower than 30 km/h can be ridden unlicensed. In the southern Chinese cities of Guangzhou, Dongguan and Shenzhen, e-bikes, like all motorcycles, are banned from certain downtown districts. There are also bans in place in small areas of Shanghai, Hangzhou and Beijing. Bans of "Scooter-Style Electric Bikes" (SSEB) were however cancelled and in Shenzhen e-bikes may be seen on the streets nowadays (2010–11).
"Medical Exemptions" are also a standard right in the State of Texas for motorcycles & even bicyclists. Through Texas's motorcycle helmet law (bicycle helmet laws from city ordinances), it is only required for those 21 years old or younger to wear a helmet. However, a medical exemption,  written by a certified licensed medical physician or licensed chiropractor, which exempts one from wearing a helmet, can be used for bicyclists if helmets are required.
Speed Pedelec ebikes – A new classification of bikes called ‘Speed Pedelecs’ have emerged which technically meet the bicycle definition for a 20 mph ebike. These ebikes are designed to max out at 28 mph. Pedelecs are pedal activated vs throttle activated. The weasel words within the definition says, “20mph on motor alone”. Thus, a person who adds their leg power to the motor assist and happens to cruise at 28mph is NOT doing it by motor alone, and therefore the bike is considered to be compliant with the Federal Law. If the rider stops pedaling, the speed pedelec cannot maintain speed. Speed Pedelecs are becoming more popular in Europe and America, which means more models are being offered.
Unrelated to the show but also of local interest. The BC government is soliciting input on what is meant by "active transportation" which could hopefully help to direct policy and regulation governing not just ebikes but all kinds of human scaled transport. If you think electric skateboards should be on their radar or faster S-Pedalec class ebikes then this is a chance to have your voice heard. Electric bicycles have been an entirely grass roots phenomenon for most of their trajectory and it's encouraging to see the entire scope of personal mobility finally being acknowledged and discussed at this level.
(15.5) "Electric assisted bicycle" means a device with two or three wheels which has a saddle and fully operative pedals for human propulsion and also has an electric motor.
