Government regulation is written and administered with a broad, dull, painful axe. Regulations do not mix well with independent, maverick, DIY programs either. Vehicle regulations get started when there is either a visible tragedy, or a rising conflict with the status quo (like the SFO scooters program). The ebike community cannot afford a deadly accident especially if it involves others and the ebike or ebike rider are at fault. The Ebike community is up against a tough status quo that consists of pedestrians, motor vehicle traffic, the large well-funded and battle tested regular bicycle community, and the environment (especially for MTB riding and off-road use).
"Moped" means a device upon which a person may ride which has two or three wheels in contact with the ground, a motor having a maximum power output capability measured at the motor output shaft, in accordance with the Society of Automotive Engineers standards, of two horsepower (one thousand four hundred ninety -two watts) or less and, if it is a combustion engine, a maximum piston or rotor displacement of 3.05 cubic inches (fifty cubic centimeters) and which will propel the moped, unassisted, on a level surface at a maximum speed no greater than thirty miles per hour; and a direct or automatic power drive system which requires no clutch or gear shift operation by the moped driver after the drive system is engaged with the power unit.

Electric powered bicycles slower than 20 km/h without pedaling are legally recognized as a non-mechanically operated vehicle in China.[32] According to "TECHNOLOGY WATCH", this should help promote its widespread use.[33] Electric bicycles were banned in some areas of Beijing from August 2002 to January 2006 due to concerns over environmental, safety and city image issues. Beijing has re-allowed use of approved electric bicycles as of January 4, 2006.[34] Some cities in China still ban electric bikes.


Even with cheaper or heavier bikes, once you accept that you are really meant to pedal gently and let the motor do the work, non-speed freaks will get into it. E-bikes are great for commuting and for places that aren't pancake flat. Connect the battery to the speed controller and the throttle. Follow the instructions included with the kit to connect each part. Typically, you’ll only need to plug the connector on the speed controller into the connector on the battery, then repeat the process for the throttle. An electric-assisted bicycle shall meet the requirements of the Federal Motor Vehicle Safety Standards as set forth in federal regulations and shall operate in such a manner that the electric motor disengages or ceases to function when the brakes are applied."

The time or distance an electric bike battery will run between chargings is impossible to judge with much accuracy. There are too many variables: terrain, speed, rider weight, bike load (shopping, kids, luggage), and more. However, we can make a few generalizations about an e-bike’s recharge time and overall working life. These generalizations should be used for comparison purposes only.

The list below should be complete with both a literature analysis and by mining course materials. In principle, everything that can be research also can be education. Therefore we also listed a few items found in the literature. There are some interesting issues that refer to organizational and informal learning, i.e. users participating in design and policy making.
Both bikes have passable cadence sensor pedal assist that kicks in a little late and lets go a little early. Torque sensors are too expensive for this price level so you are just not going to get the same responsiveness as a bike store e-bike. Rattan has 5 levels of pedal assist while the Ancheer has 3. Over long periods of pedaling the PAS evens out or you can just use the throttle.
It's a solid e-bike, but it's also very heavy one for a folding bike. I found it difficult carry when the bike is folded as the carrying handle is useless, and the center of gravity is towards to the rear wheel so one has to find a place in the rear of the bike to pick it up. Even when the bike is folded, it's bulky and heavy, It's difficult to walk with it while carrying it. It's easy to hurt one's back if he or she is not careful. I would not recommend carrying this bike up or down stairways.
In my experience, there aren’t people out checking on ebike classes and the way you ride has a lot more to do with being stopped than what you are riding. I have never been stopped on an ebike anywhere for any reason. The bigger risk is riding a faster and even more powerful electric bike that would be categorized as a moped without a license and that if you got into an accident, you could be liable for more and charged with driving an unregistered vehicle or something. It’s great that you’re being careful and thinking about how to fit into the community, that alone goes a long way

Electric bikes are considered motorcycles in Hong Kong, and therefore need type approval from the Transport Department, just as automobiles. All electric bikes available in Hong Kong fail to meet the type approval requirement, and the Transport Department has never granted any type approval for an electric bike, making all electric bikes effectively illegal in Hong Kong. Even if they got type approval, the driver would need a motorcycle driving license to ride.[35] As a side note, Hong Kong doesn't have a moped vehicle class (and therefore no moped driving license), and mopeds are considered motorcycles too.
Because I am in an area with quite a lot of hills and steep inclines, some very steep, and the motor on the bike handles these hills effortlessly along with pedal assist. I will say I am not fit in anyway and there is no way I would have got up half of the hills I got up if it were not for the 250 watt motor on this bike, the low , medium and high pedal assist options are great and it is easy to assess which option you'll need depending on the hill.The battery was a lot heavier than I expected when holding it, feels like holiding a 3 LTR bottle of coca cola but I can forgive that

I did my commute a few times with the Rattan and while I would never give up my “bike store” e-bike for this, it was a worthy substitute. It never gave out on the big hills, nor did I have to brake because I felt the bike was falling apart. The frame is a little small for 6-foot me but it only comes in one size. I really miss the low rolling drag of having road tires however and this is something that both Rattan and Ancheer could improve upon. I don’t think many people are seriously off-roading with these bikes. Put some Schwalbe Big Bens on there!

A lot has happened since we founded the very first eMTB specific magazine in 2013. In the beginning, manufacturers simply mounted electric motors on regular mountain bikes, more or more often than not, rather less successfully. Last year a lot of brands focused on the topic of battery integration. There are some exciting new trends and developments headed our way next season, which we take a closer look at below.
I'm one of the hardcore cyclists at Ars, along with Jay Timmer and his new-as-of-last-fall road bike as well as copyeditor Kerry Staurseth. I love cycling, and it was a major factor in my dropping 120lb over a 12-month period starting in the summer of 2009. My daily rider/errand-runner is a 1998 Gary Fisher Marlin mountain bike. For longer rides, I use my 2009 Trek XO2 cyclecross bike. I've made a few modifications to it, including removing the bumpy cyclecross tires and swapping out the front 46-tooth chainring for a 50-tooth one. I went with a cross bike over a road bike because I'm still a Clydesdale, and I like the slightly longer wheelbase of a cross bike. I've also briefly owned a 2011 Trek Madone 5.9, which I sold not long after I bought it due to severely screwing up my right knee.
Oregon Law (ORS 801.258) defines an electric assisted bicycle as an electric motor-driven vehicle equipped with operable pedals, a seat or saddle for the rider, no more than three wheels in contact during travel. In addition, the vehicle must be equipped with an electric motor that is capable of applying a power output of no greater than 1,000 watts, and that is incapable of propelling the vehicle at a speed no greater than 20 miles per hour on level ground.[54]
Riding a pedal-assisted road bike may seem counterintuitive but during longer training sessions, the minimal addition of power helps prevent overall muscle fatigue and injury. Similarly, those looking to enjoy longer scenic routes will appreciate the general boost an electric drive provides. Another type of electric assist motor, often referred to as the mid-drive system, is increasing in popularity. With this system, the electric motor is not built into the wheel but is usually mounted near (often under) the bottom bracket shell. In more typical configurations, a cog or wheel on the motor drives a belt or chain that engages with a pulley or sprocket fixed to one of the arms of the bicycle's crankset. Thus the propulsion is provided at the pedals rather than at the wheel, being eventually applied to the wheel via the bicycle's standard drive train.
But in Great Britain, the European Union definition is applicable, and the tighter restrictions of the Electrically Assisted Pedal Cycle Regulations 1983 (including a 200 kg weight limit on solo bicycles) were removed on 6 April 2015 by the Electrically Assisted Pedal Cycles (Amendment) Regulations 2015.[48][49] Riders must be at least 14 years of age, but no driving licence is required.

The first regularly produced device resembling the modern bicycle was unveiled in 1818. It was called the Dandy Horse. The two-wheeled ride-on Dandy Horse was the brainchild of German inventor Baron Karl Drais, and it featured a handle bar, a padded seat, and two inline wheels of nearly equal size. What it did not feature were pedals; this was a "running machine," thus its name in German, Laufmachine. The Dandy Horse saw only a flicker of popularity, and was largely an historical footnote within a handful of years, though its design is nearly mimicked in the child's balance bike of today.

State law defines a motorized pedalcycle as a motor-driven cycle equipped with operable pedals, a motor rated at no more than 1.5 brake horsepower, a cylinder capacity not exceeding 50 cubic centimeters, an automatic transmission, and a maximum design speed of no more than 25 miles per hour.[55] Subchapter J of Publication 45 spells out the vehicle requirements in full.

The Consumer Product Safety Commission(CPSC) stipulates that commercially manufactured low-speed electric bicycles, or tricycles, must have fully operable pedals, an electric motor not exceeding 750W of power and a top motor-powered speed not in excess of 20 miles per hour (32 km/h).[22] An electric bike remaining within these specifications will be regarded simply as a bicycle for purposes of safety standards. This supersedes any state law that is more stringent, but only regarding safety equipment required on electric bicycles and the standard of manufacture they must meet.[23]. The legislation enacting this amendment to the CPSC is also known as HR 727[24].

China has experienced an explosive growth of sales of non-assisted e-bikes including scooter type, with annual sales jumping from 56,000 units in 1998 to over 21 million in 2008,[72] and reaching an estimated fleet of 120 million e-bikes in early 2010.[2][73] This boom was triggered by Chinese local governments' efforts to restrict motorcycles in city centers to avoid traffic disruption and accidents. E-bikes can boost bike usage, offer health benefits and use “an order of magnitude less carbon dioxide than a car traveling the same distance,” according to a 2016 research review published in the journal Transport Reviews.  In fact, access to an e-bike increased cycling trips and distances traveled – and nearly doubled the bike as a mode of transportation, observed one Norwegian study.

E-bikes can also provide a source of exercise for individuals who have trouble exercising for an extended time (due to injury or excessive weight, for example) as the bike can allow the rider to take short breaks from pedaling and also provide confidence to the rider that they'll be able to complete the selected path without becoming too fatigued[58] or without having forced their knee joints too hard (people who need to use their knee joints without wearing them out unnecessarily may in some electric bikes adjust the level of motor assistance according to the terrain). A University of Tennessee study provides evidence that energy expenditure (EE) and oxygen consumption (VO2) for e-bikes are 24% lower than that for conventional bicycles, and 64% lower than for walking. Further, the study notes that the difference between e-bikes and bicycles are most pronounced on the uphill segments.[59] Reaching VO2 Max, can really help your body as a whole[60]. Professor Janet Lord of Birmingham University in the UK published a study that looked at older cyclists, ““The study looked at muscle mass, blood cholesterol, their VO2 Max, lung function, and in many of those measures we found they didn’t age! No loss of muscle, their bones were a little thin (but nothing like the general population), their blood pressure didn’t go up.[61]

Power assisted bicycles are classified in two categories in Saskatchewan. An electric assist bicycle is a 2 or 3 wheeled bicycle (sic.: 3 wheeled bicycle) that uses pedals and a motor at the same time only. A power cycle uses either pedals and motor or motor only. Both must have engines with 500 watt power or less, and must not be able exceed 32 km/h (20 mph), i.e., electric motor cuts out at this speed or cycle is unable to go this fast on a level surface. The power cycle has to meet the Federal Motor Vehicle Safety Standards for a power-assisted bicycle. The power cycle requires at least a learner's driving licence (class 7), and all of the other classes 1-5 may operate these also. The electric assist bicycle does not require a licence. Helmets are required for both. Both are treated as bicycles regarding rules of the road. Gas powered or assisted bicycles are classified as motorcycles regardless of engine size or if using pedals plus motor. Stickers identifying the bicycle's compliance with the Federal classification may be required for power cycles by some cities or municipalities. [13]

It is important to note that if a vehicle has an electric motor greater than 500 watts and is capable of powering the vehicle when traveling at a speed greater than 32 km/h and it does not have a CMVSS compliance label it cannot be registered unless the owner can prove, by having the vehicle certified by an engineer, that it is safe for operation on NB highways. Also, not all vehicles are suitable for operation on NB highways and it could be that the vehicle in question may not be a motor driven cycle or a bicycle and cannot be operated on the highway at all.

But the whole is also influenced by the sensory systems which are very different from model to model. E.g. A typical 2013 Panasonic system requires pedalling for optimal support (55/minute?) and has both a pedalling frequency and a speed sensor. You don't get much assistance if you pedal very slowly or very fast. Typically, a rear motor has a force sensor, i.e. you get lots of support fast when you start pedalling in a low gear, i.e. it will "feel" your need for assistance.
As of May 19, 2009, Nevada amended its state transportation laws to explicitly permit electric bicycles to use any "trail or pedestrian walkway" intended for use with bicycles and constructed with federal funding, and otherwise generally permits electric bicycles to be operated in cases where a regular bicycle could be. An electric bicycle is defined as a two- or three-wheeled vehicle with fully operable pedals with an electric motor producing up to 1 gross brake horsepower and up to 750 watts final output, and with a maximum speed of up to 20 miles per hour on flat ground with a 170-pound rider when powered only by that engine.[106]

J. K. Starley's company became the Rover Cycle Company Ltd. in the late 1890s, and then simply the Rover Company when it started making cars. Morris Motors Limited (in Oxford) and Škoda also began in the bicycle business, as did the Wright brothers.[101] Alistair Craig, whose company eventually emerged to become the engine manufacturers Ailsa Craig, also started from manufacturing bicycles, in Glasgow in March 1885.


In Norway, e-bikes are classified as ordinary bicycles, according to the Vehicle Regulation (kjøretøyforskriften) § 4-1, 5g. Hence, e-bikes are not registered in the Vehicle Registry, and there is no demand for a license to drive them. Still, there are constraints on the bicycle construction. The maximum nominal motor power output can be no more than 250 watts and the maximum performance speed of the vehicle when the engine is running is 25 km per hour (15 mph).[40] A function that reduces motor power when vehicle speed exceeds 25 km per hour is mandatory. However, if the motor is not running, the e-bike, or any other bike, answer only to the constraints of the ordinary speed limits.

In the past few years bike sharing schemes have become more popular across Britain as town and city councils don their “green” hats and look to invest in the future of public transportation.  With 25 cities and towns now with dedicated bicycle sharing schemes, more than 25,000 shared bikes are now available in places such as London, Bath, Glasgow, Liverpool, Bristol, and Brighton.
Unrelated to the show but also of local interest. The BC government is soliciting input on what is meant by "active transportation" which could hopefully help to direct policy and regulation governing not just ebikes but all kinds of human scaled transport. If you think electric skateboards should be on their radar or faster S-Pedalec class ebikes then this is a chance to have your voice heard. Electric bicycles have been an entirely grass roots phenomenon for most of their trajectory and it's encouraging to see the entire scope of personal mobility finally being acknowledged and discussed at this level.

Under the statute, mopeds must be registered. To be registered under Hawaii law a moped must bear a certification label from the manufacturer stating that it complies with federal motor vehicle safety standards (FMVSS). A moped must also possess the following equipment approved by the D.O.T. under Chapter 91: approved braking, fuel, and exhaust system components; approved steering system and handlebars; wheel rims; fenders; a guard or protective covering for drive belts, chains and rotating components; seat or saddle; lamps and reflectors; equipment controls; speedometer; retracting support stand; horn; and identification markings.
A response to an inquiry made to the Mass DOT/RMV indicates that Massachusetts does recognize the federal low speed electric bicycle Federal Law (15 U.S.C. § 2085) and interprets that to mean these ebikes do not require license or registration. However, some of the materials available on the RMV website do not distinguish between "Motorized Bicycle" and low power ebikes. One form, Bicycle Conversion to Motorized Bike, does document the exemption of low power ebikes.[100]
Bicycle brakes may be rim brakes, in which friction pads are compressed against the wheel rims; hub brakes, where the mechanism is contained within the wheel hub, or disc brakes, where pads act on a rotor attached to the hub. Most road bicycles use rim brakes, but some use disk brakes.[49] Disc brakes are more common for mountain bikes, tandems and recumbent bicycles than on other types of bicycles, due to their increased power, coupled with an increased weight and complexity.[50]
In the 1890s, electric bicycles were documented within various U.S. patents. For example, on 31 December 1895, Ogden Bolton Jr. was granted U.S. Patent 552,271 for a battery-powered bicycle with "6-pole brush-and-commutator direct current (DC) hub motor mounted in the rear wheel". There were no gears and the motor could draw up to 100 amperes (A) from a 10-volt battery.[5]
Electric motor assisted bicycles have been banned in the State of New York and are not permitted for on-road use.[50][51] It appears the only known allowance of an electric bicycle is if it is an electric powered moped, at this time. There is a proposed bill to allow ebikes. As of May 2009, Bill A2393("Defines the term electric assisted bicycle") has been passed in the NY State Assembly[52] and its corresponding Bill S4014, sponsored by Senator Thomas Morahan, is before the NY State Senate.[53]

The $3,099 MSRP is a bit daunting if you've not shopped for high-end bikes before, but it compares favorably with, say, Trek's electric bike lineup. That said, you can get a solid urban/commuter bike without a motor for well under $1,000. You can even score an e-bike for under a grand, but you'll likely be looking at a battery range of less than 40 miles, along with lower-quality components.

In summary, federal law trumps all States’ laws. That is true with bicycle law, too. States cannot constitutionally pass legislation that reduces or eliminates Federal laws, they can only pass legislation that enacts additional (tighter) restrictions on its people. States can’t define an ebike a bicycle if greater than 750W/20mph, nor can they define an ebike a motor vehicle if less than the Federal Government’s limit of 750 Watts and a top electric-powered speed of 20 MPH.3This is the Federal definition of a low speed electric bike, which equates it to a bicycle.
The handlebars connect to the stem that connects to the fork that connects to the front wheel, and the whole assembly connects to the bike and rotates about the steering axis via the headset bearings. Three styles of handlebar are common. Upright handlebars, the norm in Europe and elsewhere until the 1970s, curve gently back toward the rider, offering a natural grip and comfortable upright position. Drop handlebars "drop" as they curve forward and down, offering the cyclist best braking power from a more aerodynamic "crouched" position, as well as more upright positions in which the hands grip the brake lever mounts, the forward curves, or the upper flat sections for increasingly upright postures. Mountain bikes generally feature a 'straight handlebar' or 'riser bar' with varying degrees of sweep backwards and centimeters rise upwards, as well as wider widths which can provide better handling due to increased leverage against the wheel.
Both the Stromer and the Stoeckli are very nice looking designs and easy to handle. Reliability for both does not seem to be up to Swiss standards, e.g. some of the 2012 Stöcklis seem to have bad contacts. However, as of 2013, most of these problems should be fixed. The Cube got criticized for its battery/saddle system, but this has probably been fixed in more recent edition and it has less "punch" then the other's since the motor is smaller (324W?). I don't know about the BH Neo Nitro. Given the relatively low price of the BH Nitro, it may be the best buy in this category if you plan to cover smaller distances (the battery is limited to 9Ah, and Spain's industry does need some help ;) Anyhow, all of these models come with a variety of motors and country-specific modifications. E.g. in France, the BH Nitro comes with a 350W motor and is electronically limited to 25km/h, whereas in Switzerland you either can get a 500W - 45 km/h version or a 250W? - 25km/h version.
