Nebraska defines a Moped as "a bicycle with fully operative pedals for propulsion by human power, an automatic transmission, and a motor with a cylinder capacity not exceeding fifty cubic centimeters which produces no more than two brake horsepower and is capable of propelling the bicycle at a maximum design speed of no more than thirty miles per hour on level ground."[69]

But if you're someone who loves riding, commutes to work on a bike, or has a gig that requires you to spend a lot of time in the saddle, you might want to look at electric bikes. You'll be able to go farther, faster, and expend less energy riding one. And if electric bikes are for you, look hard at the Cross E8 Step-Thru. It's an incredibly well-made, well-thought-out electric bike. Strip away the battery, motor, and computer, and you'd still be left with a really good cycle.
Like most electric bikes, the Rad Wagon is also fairly heavy, weighing 72 pounds. On cold days, my 15 km (10 mile) very hilly commute would use up about half of the battery (Ancheer would be dying on the way back home). The Footloose has no chain, however -- it's entirely electrically driven. It takes very little effort to get to your destination, meaning you arrive at work without having broken a sweat. The downside is that when you run out of power, you're not going anywhere. And pedalling from a standstill, waiting for the motor to kick in, is an odd sensation that takes some getting used to.
It is very important that sensors work well and that they are integrated/tuned for good usability. Although ebikes do need some initial mental adjustment from riders, some model do much better then others, e.g. most testers seem to prefer the TDS Impluse over the Stöckli E.T. over the Stromer (which model?) with respect to reactivity. Of course, usability is subjective and some people may prefer one behavior over an other. However, cheap bikes may be just plain bad and this is why test driving is important.
On October 22, 2014 PA house bill 573 passed into law, which is Act 154, which changes the definition of "pedalcycle" (bicycle) in the PA state vehicle code. "Pedalcycle" is now defined as a vehicle propelled solely by human-powered pedals or a "pedalcycle" (bicycle) with electric assist( a vehicle weighing not more than 100 pounds with two or three wheels more than 11 inches in diameter, manufactured or assembled with an electric motor rated no more than 750 watts and equipped with operational pedals and travels at speeds less than 20 mph). Great question… a real world situation from someone doing their best to follow the law but also be realistic about time/distance. What follows is my opinion on the matter based on lots of electric bike riding experience, this is not legal advice. You can probably ride with electric assist across the dirt way with no issues and avoid any negative response that might arise as long as you’re polite to other cyclists and pedestrians and pedal along without going too fast. If someone called you out about it you could easily hop off, walk your bike and explain that you use the assist to help make your commute possible or possibly, like me, you have a knee injury and it’s difficult to pedal through softer terrain like gravel. Another different approach might be to shut the bike off completely before entering the gravel section, you could even take the battery off and put it in a backpack or as mentioned earlier… just walk the bike. Imagine if you had a motorized dirt bike and were just pushing it along a sidewalk… this kind of vehicle definitely is not allowed on sidewalks or most gravel paths like the one you’re describing but if you were escorting it carefully, you’d be honoring the spirit of the law and if an officer or pedestrian jumped out and started questioning you about your “motorized vehicle” it is my feeling that a genuine explanation and apology or request for guidance would go very well. I personally have never had issues riding electric bikes in part because I am thoughtful about how I use them. I do occasionally switch them off and sometimes I get off and walk. I have asked police in many cities across the US what they thought about ebikes and in every case I have received positive interest and support with guidance to ride safe with a helmet and follow traffic laws in the street. The flip side of this response is that I have been harassed, yelled at and even swerved at by automobiles when riding bicycles and electric bikes. State and Local Laws dictate your use, but cannot constitutionally supersede the federal law – Any ebike purchased within the 750W/20mph limits has no fear of being under federal motor vehicle classification, nor can any state classify them a motor vehicle. The ebike is considered a ‘bicycle’ for consumer purposes. However, the State Laws on local bike paths and local thruways may prohibit or limit ebike access. When bike path signs use word such as ‘motor vehicles’ and ‘motorbikes’ , the laws are likely referring to gas-ICE motorbikes/dirt bikes/scooters, and not ebikes. Other references to ‘motorized bicycles’ or ‘motorized vehicles’ sound more inclusive and probably are intended for either ebikes or gas mopeds. If in doubt, you always have the option to pedal unassisted by completely powering your bike down. Even though Federal law grant ebikes a bicycle status, the common consensus found in my research allows local and state law to add additional regulation to pathway and road access, just because “it has a motor”. So the Federal laws protects the consumer from the burden of motor vehicle requirements, but not the restrictions to local and state right of ways enjoyed by all non-motored bicycles.
It arrived safely, well packaged. It also shipped really quickly too. If you want to have an ebike for rides, this bike will work. it really helps to get over a couple steep hills. With pedal assist or the throttle it is like riding on a flat surface when it comes to inclines. The bike seems well constructed. The disc brakes work great, and the wheels and tires are very sturdy. For the price I think it was a very good deal.
To help the rider find the perfect fit, the stem is adjustable. The bike also boasts dynamo powered lights alongside hydraulic disc brakes. Most European bike rules are tight and restrictive. Right now the California state ebike rules in AB 1096 provide the clearest and cleanest format, and they support ebike riding. On the topic of visibility, there are a lot of things you can do to make yourself easier to see. You can throw on a reflective vest, for example, which has the added benefit of protecting your work clothes from flying dirt and debris. You can also add lights and reflectors to the bike itself, or strap illuminated bands to your arms and ankles. Both Gestalt theory and several biking visibility studies suggest that moving light sources like the reflectors on pedals that go up and down, are more visible to drivers because our visual systems are designed to pick up on movement (that of prey and predators evolutionarily), making reflective biking shoes a great idea.
I had gotten this to build an electric bike but I have never worked with wires before so I didn't realize that we needed to attach our own connectors to the wires. The person who I talked to at Joyisi was super nice and explained that to me and even offered to send me connectors for free. I had already ended up getting a different bike altogether though and so I just wanted to return the battery. But because I am returning it for my own reasons (as opposed to the battery being faulty), they would normally have me pay for return shipping and deduct the cost of shipping to me (which is a lot, because they are international) and the inspection fee from my refund, but they were super nice and offered to take on most of the costs and I would only have to pay for the return
Both the Stromer and the Stoeckli are very nice looking designs and easy to handle. Reliability for both does not seem to be up to Swiss standards, e.g. some of the 2012 Stöcklis seem to have bad contacts. However, as of 2013, most of these problems should be fixed. The Cube got criticized for its battery/saddle system, but this has probably been fixed in more recent edition and it has less "punch" then the other's since the motor is smaller (324W?). I don't know about the BH Neo Nitro. Given the relatively low price of the BH Nitro, it may be the best buy in this category if you plan to cover smaller distances (the battery is limited to 9Ah, and Spain's industry does need some help ;) Anyhow, all of these models come with a variety of motors and country-specific modifications. E.g. in France, the BH Nitro comes with a 350W motor and is electronically limited to 25km/h, whereas in Switzerland you either can get a 500W - 45 km/h version or a 250W? - 25km/h version.

It should be noted that the definition as written does not define the power of the motor in Watts as is conventionally done for electric bicycles but rather in brake horsepower. Thus for an electric bicycle, motor kit, or electric bicycle motor that is not rated by the manufacture in brake horsepower but rather in Watts a conversion must be made in the units a conversion which is not given in the code of the law and thus the court will have to consider a factor of conversion that is not directly encoded in the law. Industry standard conversion for Watts to horsepower for electric motors is 1 horsepower = 746 watts.[105] Acceptance of that conversion factor from industry, however, as interpretation of the law is subject to the process of the courts since it is not defined specifically in the law.
Included in this shipment are the much awaited 3540 motors with their slick "UFO" design. In Opinion No. 2007-00602 of the Attorney General, Jim Hood clarified that a "bicycle with a motor attached" does not satisfy the definition of "motor vehicle" under Section 63-3-103. He stated that it is up to the authority creating the bike lane to determine if a bicycle with a motor attached can be ridden in bike lanes. No specifications about the motor were made.
If you have dynamo-powered bicycle lights, you already own an electric-powered bicycle! Consider: as you pump your legs up and down on the pedals, you make the wheels rotate. A small dynamo (generator) mounted on the rear wheel produces a tiny current of electricity that keeps your back safety lamp lit in the dark. Now suppose you could run this process backward. What if you removed the lamp and replaced it with a large battery. The battery would kick out a steady electric current, driving the dynamo in reverse so that it spun around like an electric motor. As the dynamo/motor turned, it would rotate the tire and make the bike go along without any help from your pedaling. Hey presto: an electric bike! It may sound a bit far-fetched, but this is more or less exactly how electric bikes work.
Most consumers want an e-bike that will accommodate its motor without being too cumbersome and will remain stable in spite of its electronic components. Some consumers want only the most basic of e-bike features, including lights, a cargo rack/basket, and a water bottle holder. Others are focused more heavily on safety features, such as brake type. And still others are concerned with convenience and portability.
Class 1 makes great inroads to establish set boundaries for off road/natural surface trail access for eMountain bikes. There is fierce resistance from some mountain biking purists to allow ebikes on trails. BPSA and IMBA have done good work to justify the impact of class 1 ebikes on natural surface trails, and eliminate the wear-n-tear argument, though IMBA members are not 100% on board.
Are there any guidelines you could give on what is legal in Federal Parks that have duel use pedestrian and bike paths. I was recently told that E bikes are not allowed on a Federal trail even though much faster 10 and 20 speed bicycles are common. I also stated that I have a disability which prevents me from walking or biking very far but was still told my bike was not allowed. I should also add that my bike has a top speed of about 15 and is 250 watts.

Countries Like the United States and Canada have Federal regulations governing the safety requirements and standards of manufacture. Other countries like the Signatories of the European Union have agreed to wider ranging legislation covering use and safety for what they term EPAC(Electric pedal assisted cycles).
In New Zealand, the regulations read: "AB (Power-assisted pedal cycle) A pedal cycle to which is attached one or more auxiliary propulsion motors having a combined maximum power output not exceeding 300 watts."[56] This is explained by NZTA as "A power-assisted cycle is a cycle that has a motor of up to 300 watts. The law treats these as ordinary cycles rather than motorcycles. This means that it is not necessary to register or license them.[57] Note that the phrase "maximum power output" that is found in the regulation (but omitted in the explanation) may create confusion because some e-bike motor manufacturers advertise and print on the motor their "maximum input power" because that number is larger (typically motors run at about 80% efficiency [58]) thus give the impression the buyer is getting a more powerful motor. This can cause misunderstandings with law enforcement officers who do not necessarily understand the difference, and when stopping a rider on an e-bike in a traffic stop, look at the number on the motor to determine if the e-bike is legal or not.
The Tidalforce Electric Bicycle was an electric bicycle manufactured by Wavecrest Labs from 2003 until the company went out of business in 2006. All models of Wavecrest Tidalforce electric bikes have a 36 volt electric hub motor built into the rear wheel hub and a 36 volt battery pack built into the front wheel hub. Wavecrest Labs manufactured three models of Tidalforce bikes: The Wavecrest Tidalforce M-750, the S-750 Traditional hard tail mountain bike and the iO-750 Cruiser. Any of the three bikes with an X suffix denotes that the motor is a 1000 watt motor without a set speed restriction as compared to the speed limited 750 watt version.
Some power-on-demand only e-bikes can hardly be confused with, let alone categorised as, bicycles. For example, the Noped is a term used by the Ministry of Transportation of Ontario for e-bikes which do not have pedals or in which the pedals have been removed from their motorised bicycle. These are better categorised as electric mopeds or electric motorcycles.

However, laws and terminology are diverse. Some countries have national regulations but leave the legality of road use for states and provinces to decide. Municipal laws and restrictions add further complications. Systems of classification and nomenclature also vary. Jurisdictions may address "power-assisted bicycle" (Canada) or "power-assisted cycle" (United Kingdom) or "electric pedal-assisted cycles" (European Union) or simply "electric bicycles". Some classify pedelecs as distinct from other bikes using electric power. Thus, the same hardware may be subject to many different classifications and regulations.

The environmental credentials of e-bikes, and electric / human powered hybrids generally, have led some municipal authorities to use them, such as Little Rock, Arkansas with their Wavecrest electric power-assisted bicycles or Cloverdale, California police with Zap e-bikes. China’s e-bike manufacturers, such as Xinri, are now partnering with universities in a bid to improve their technology in line with international environmental standards, backed by the Chinese government who is keen to improve the export potential of the Chinese manufactured e-bikes.[67]
Rad Power’s lineup of 2019 bikes start at $1,699 (there’s also a Cyber Monday special on their 2018 models), proving that electric bikes don’t have to be over $2,000 to have the amenities and quality you need for daily commuting. Of course, that’s still a steep price for some. Electric bikes are becoming a convenient and fun way to commute around a city, but they can be pricey. The average e-bike can cost $3,000, with some models getting up to $5,000 or more. But these prices are dropping, as new models come onto the market — and if you don’t mind giving up some of the glossier, high-tech features like embedded digital displays, retractable cable locks, and and theft tracking and recovery, you can find a really good quality e-bike for under $1,500.
I did my commute a few times with the Rattan and while I would never give up my “bike store” e-bike for this, it was a worthy substitute. It never gave out on the big hills, nor did I have to brake because I felt the bike was falling apart. The frame is a little small for 6-foot me but it only comes in one size. I really miss the low rolling drag of having road tires however and this is something that both Rattan and Ancheer could improve upon. I don’t think many people are seriously off-roading with these bikes. Put some Schwalbe Big Bens on there!
In principle, you would use about 100W (your own energy) for moderate pedalling at 22km/h. If you select 300% assistance (high), that will add another 300W and you can pedal almost twice as fast, i.e. about 27km/h (you will encounter increasing resistance from wind). Therefore, if you got a 400Wh battery, you got a range of about 37km at 37km/h. If go more slowly and use less support (200%), then you can drive further, e.g. 60km with a 400Wh battery. Government regulation is written and administered with a broad, dull, painful axe. Regulations do not mix well with independent, maverick, DIY programs either. Vehicle regulations get started when there is either a visible tragedy, or a rising conflict with the status quo (like the SFO scooters program). The ebike community cannot afford a deadly accident especially if it involves others and the ebike or ebike rider are at fault. The Ebike community is up against a tough status quo that consists of pedestrians, motor vehicle traffic, the large well-funded and battle tested regular bicycle community, and the environment (especially for MTB riding and off-road use).

The European Committee for Standardization (CEN) also has a specific Technical Committee, TC333, that defines European standards for cycles. Their mandate states that EN cycle standards shall harmonize with ISO standards. Some CEN cycle standards were developed before ISO published their standards, leading to strong European influences in this area. European cycle standards tend to describe minimum safety requirements, while ISO standards have historically harmonized parts geometry.[55]
As is the case with any e-bike assembled from Chinese parts, Wing has its share of clones that can be found for sale on sites like IndieGoGo and Kickstarter. All classes of electric-assisted bicycles may be operated on a fully controlled limited access highway. Class 1 and 2 electric bicycles can be used on sidewalks, but Class 3 bicycles "may not be used on a sidewalk unless there is no alternative to travel over a sidewalk as part of a bicycle or pedestrian path."[143] Generally a person may not operate an electric-assisted bicycle on a trail that is designated as non-motorized and that has a natural surface, unless otherwise authorized.


Our hope is that this plug will become to motors in the 500-1500 watt power range what the 9pin Z910 became for the low power geared motors, with all motor manufacturers agreeing to the same pinout standard for easy swapping and interchangeability . Around the turn of the 20th century, bicycles reduced crowding in inner-city tenements by allowing workers to commute from more spacious dwellings in the suburbs. They also reduced dependence on horses. Bicycles allowed people to travel for leisure into the country, since bicycles were three times as energy efficient as walking and three to four times as fast.

But electric bicycles—e-bikes—are new territory for me. Broadly speaking, there are two basic options in e-bike land: power-on-demand and pedal-assist. With the former, the rider can control the speed with a throttle instead of just pedaling. Think moped but with an electric motor instead of internal combustion. Pedal-assist, by contrast, requires the rider to do some of the work. The electric motor won't engage unless the rider is pedaling.

At just 36V and 5.2 Ah, the battery is not designed for long distance travel. GOTRAX claims the Shift S1 has a range of up to 15 miles (25 km), though that’s only with a lower pedal assist level. If you’re going full throttle, 10 miles (15 km) is a better estimate. But with a battery this small, you could easily charge it at your desk or in the corner of the classroom – lengthening your effective range.
"Moped" means a device upon which a person may ride which has two or three wheels in contact with the ground, a motor having a maximum power output capability measured at the motor output shaft, in accordance with the Society of Automotive Engineers standards, of two horsepower (one thousand four hundred ninety -two watts) or less and, if it is a combustion engine, a maximum piston or rotor displacement of 3.05 cubic inches (fifty cubic centimeters) and which will propel the moped, unassisted, on a level surface at a maximum speed no greater than thirty miles per hour; and a direct or automatic power drive system which requires no clutch or gear shift operation by the moped driver after the drive system is engaged with the power unit.
Play it Safe, Make it Easy – E-bike manufacturers will offer you a large variety of styles, types, colors and utility, but the base specifications will be a bike producing less than 750 watts of power (1 horsepower = 746W) , and have its speed limited to 20mph on motor power alone. The majority of US ebikes meet that specification. Manufacturers do this for their own liability. Going this route assures you that your bike was built and sold legally. As a result, you will have about every privilege that a normal bicycle can expect. However, state and local laws may dictate reduced speeds and limited access to bike paths.
These are, unfortunately, small steps forward, however, as the majority of city streets in America aren’t bike-friendly, and new legislation is rarely enforced. Then, if you take a look at the fitness (or lack thereof) of the average American, a connection begins to develop. This connection becomes even stronger when you compare the biking system here with that of a country like Norway, which has devoted hundreds of millions of dollars to its biking infrastructure, building highways dedicated to the mode of transportation. As a result, Norway is one of the most physically active countries in the world, significantly lowering their incidences of heart disease and obesity.

Power assisted bicycles are classified in two categories in Saskatchewan. An electric assist bicycle is a 2 or 3-wheeled bicycle that uses pedals and a motor at the same time only. A power cycle uses either pedals and motor or motor only. Both must have engines with 500 watt power or less, and must not be able exceed 32 km/h (20 mph), i.e., electric motor cuts out at this speed or cycle is unable to go this fast on a level surface. The power cycle has to meet the Canadian Motor Vehicle Safety Standards (CMVSS) for a power-assisted bicycle. The power cycle requires at least a learner's driving licence (class 7), and all of the other classes 1–5 may operate these also. The electric assist bicycle does not require a licence. Helmets are required for each. Both are treated as bicycles regarding rules of the road. Gas powered or assisted bicycles are classified as motorcycles regardless of engine size or if using pedals plus motor. Stickers identifying the bicycle's compliance with the Federal classification may be required for power cycles by some cities or municipalities.[31]
My homeowners (State Farm) covers bikes , but assumes $500 per bike. They will add the bikes as personal property, but the premium is excessive (about $300/year per bike, and we have four bikes). I did increase our personal umbrella liability coverage, and it covers us if family members any sort of accident on our e-bikes that injures us or others or others' property, though only covers $500 each for our own bikes (under the homeowners coverage). It was not very expensive to increase the umbrella policy (as it resulted also in a reduced rate on our car insurance).

In addition to this, however, you’re going to want to invest in additional safety gear if you don’t want to end up as a statistic. This must include a helmet, as your skull is incredibly vulnerable when moving along at biking speeds. There are even some helmets that have lights and turn signals integrated into their design, giving you greater visibility for drivers.
The Class 3 Aventon Pace 500 urban e-bike has five levels of pedal assist and tops out at 28 mph. But the Pace has something not found on a lot of modern e-bikes. In addition to pedal power, it also has a throttle—in the case of the Pace, a small thumb paddle on the left side of the handlebar next to the control unit that holds at a steady 20 mph, no pedaling required. The bike itself has an aluminum frame, a swept-back handlebar, ergo grips, a sturdy kickstand, hydraulic disc brakes, 8-speed Shimano Altus shifting and gearing, 27.5x2.2-inch Kenda e-bike-rated tires, a saddle the size of Texas, and good ol’ classic city/commuter-bike geometry. It doesn’t come equipped with fenders or a rear rack, but you can add them. Power comes in the form of a 500-watt rear-hub motor, a semi-integrated battery on the down tube (with a range of up to 50 miles), and a backlit display unit mounted on the stem.
But unlike other battery mounted controllers, the Baserunner also stands on its own too. If you upgrade to a different battery model in the future that doesn't fit the cradle, simply remove the Baserunner from the base and use it as a miniature stand alone controller with your new battery pack. The federal Consumer Product Safety Act defines a "low speed electric bicycle" as a two or three wheeled vehicle with fully operable pedals, a top speed when powered solely by the motor under 20 mph (32 km/h) and an electric motor that produces less than 750 W (1.01 hp). The Act authorizes the Consumer Product Safety Commission to protect people who ride low-speed electric vehicles by issuing necessary safety regulations.[63] The rules for e-bikes on public roads, sidewalks, and pathways are under state jurisdiction, and vary.

China has experienced an explosive growth of sales of non-assisted e-bikes including scooter type, with annual sales jumping from 56,000 units in 1998 to over 21 million in 2008,[72] and reaching an estimated fleet of 120 million e-bikes in early 2010.[2][73] This boom was triggered by Chinese local governments' efforts to restrict motorcycles in city centers to avoid traffic disruption and accidents. Bicycle includes all vehicles propelled by the person riding the same by foot or hand power or a helper motor; and (3) "helper motor" means a motor having a capacity of less than fifty cubic centimeters piston displacement, rated not more than two brake horsepower, capable of a maximum speed of no more than thirty miles per hour and equipped with automatic transmission. Local jurisdictions can pass law at variance with the state law.
Electric bicycle fits under the definition of "moped" under Kentucky law. You don't need tag or insurance, but you need a driver's license. "Moped" means either a motorized bicycle whose frame design may include one (1) or more horizontal crossbars supporting a fuel tank so long as it also has pedals, or a motorized bicycle with a step-through type frame which may or may not have pedals rated no more than two (2) brake horsepower, a cylinder capacity not exceeding fifty (50) cubic centimeters, an automatic transmission not requiring clutching or shifting by the operator after the drive system is engaged, and capable of a maximum speed of not more than thirty (30) miles per hour[43][44] Helmets are required.

Vehicles with an electric power and power of less than 300W are classified as "not a motor vehicle". Such electric bicycles must comply with the same rules as bicycles. You must wear a helmet even on a scooter or bike under 300W. If the power is over 300W or a combustion engine is used it is a "low powered vehicle" and the moped rules apply. Specifically, a drivers license and registration are required.

On October 22, 2014 PA house bill 573 passed into law, which is Act 154, which changes the definition of "pedalcycle" (bicycle) in the PA state vehicle code. "Pedalcycle" is now defined as a vehicle propelled solely by human-powered pedals or a "pedalcycle" (bicycle) with electric assist( a vehicle weighing not more than 100 pounds with two or three wheels more than 11 inches in diameter, manufactured or assembled with an electric motor rated no more than 750 watts and equipped with operational pedals and travels at speeds less than 20 mph). This bill allows the usage of pedal assisted bicycles in PA that follow the adopted state guidelines.
