As long as the electric bicycle meets three criteria it is considered a low-speed electric bicycle, or simply a "bicycle." Three criteria: must travel less than 20 mph on flat ground without pedaling, must have functional pedals and must have less than a 750 watt motor. This is the same criteria as Federal Public Law 107-319. I checked my facts with the law office of Spohn, Spohn & Zeigler at 144 East Center Street, Marion, OH 43302 on August 21, 2009. A low-speed electric bicycle does not require registration, insurance, license plates (tags), or a driver's license. The rules of an electric bicycle are the same as a traditional bicycle. There is some confusion caused by Ohio interchanging the word Moped with "motorized bicycle." If a dealer sells you a bike that follows the guidelines of Federal Public Law 107-319, then you have a bicycle. If the bike has no pedals or has a higher wattage motor than 750 watts or can travel faster than 20mph you have a moped or scooter; Ohio requires tags and registration for mopeds and scooters.

Electric bicycles are not allowed in any public area, meaning an area where there is full or partial public access. Any kind of pedal assist, electric bike, scooter, moped or vehicle which has any form of propulsion, whether in full or as assist, other than human power, must be approved as either a car, motorcycle, van, truck, bus or similar. This makes pedelecs and tilt-controlled two-wheel personal vehicles illegal in all practical ways, as they cannot be registered as a motor cycle.
In Israel, persons above 16 years old are allowed to use pedal-assisted bicycle with power of up to 250W and speed limit of 25 km/hour. The bicycle must satisfy the European Standard EN15194 and be approved by the Standards Institution of Israel. A new law, effective January 10, 2019, states that riders under 18 who have no automobile license will need a special permit. Otherwise, no license or insurance is required. Other motorized bicycles are considered to be motorcycles and should be licensed and insured as such. The maximum weight of the e-bike itself cannot exceed 30 kg.
In Opinion No. 2007-00602 of the Attorney General, Jim Hood clarified that a "bicycle with a motor attached" does not satisfy the definition of "motor vehicle" under Section 63-3-103. He stated that it is up to the authority creating the bike lane to determine if a bicycle with a motor attached can be ridden in bike lanes. No specifications about the motor were made.

The Wavecrest Tidalforce M-750 was based on The original military experimental M-313 model had a 1000 watt electric hub motor mounted into the rear wheel of a folding Montague Bicycles Paratrooper Bicycle frame and a 36 volt battery pack mounted into the front wheel hub. The later commercial versions had speed restrictions to comply with federal law with 750 watt restrictions (500 watts maximum in the Canadian version) but had 1000 watt unresricted speed as an add on option. The M-313/M-750X was the first electric bike to be made and tested by Wavecrest labs. It is based on a design developed for the Defense Advanced Research Projects Agency (DARPA) that was meant to allow zero-heat long distance troop movements for the United States Marine Corps in Afghanistan.
The environmental credentials of e-bikes, and electric / human powered hybrids generally, have led some municipal authorities to use them, such as Little Rock, Arkansas with their Wavecrest electric power-assisted bicycles or Cloverdale, California police with Zap e-bikes. China’s e-bike manufacturers, such as Xinri, are now partnering with universities in a bid to improve their technology in line with international environmental standards, backed by the Chinese government who is keen to improve the export potential of the Chinese manufactured e-bikes.

To all the dealers, vendors, manufacturers, component partners, and general industry friends we met at the show, what a great time and we look forward to exciting pursuits ahead.
In Australia the e-bike is defined by the Australian Vehicle Standards as a bicycle that has an auxiliary motor with a maximum power output not exceeding 200 W without consideration for speed limits or pedal sensors. Each state is responsible for deciding how to treat such a vehicle and currently all states agree that such a vehicle does not require licensing or registration. Various groups are lobbying for an increase in this low limit to encourage more widespread use of e-bikes to assist in mobility, health benefits and to reduce congestion, pollution and road danger. Some states have their own rules such as no riding under electric power on bike paths and through built up areas so riders should view the state laws regarding their use. There is no licence and no registration required for e-bike usage.
Whether the terrain is flat or hilly impacts the distance you can travel, as does the weight of the bike, your own weight, the gearing available on the bike, and how much juice you give it. We suggest that a distance of 10 to 20 miles is a realistic expectation. Of course, if you're prepared to do at least some pedaling, you can extend that dramatically.
This electric bike received a five star. The assembly was pretty simple. I ordered a set of lights and a over rear tire carrier rack from amazon that took longer to install than it took too assemble the bike. This is a solid built by that is attractive and worthy of this price point. The build quality of this bike was very good. So far I've done a few test and it runs perfect. I've put on 50+ miles on this bike and have used it on flat ground, dirt roads, rocky trails and grassy fields. The bike runs quicker than what I expected from a small 250 W hub motor. I really like it in almost every way.

Most consumers want an e-bike that will accommodate its motor without being too cumbersome and will remain stable in spite of its electronic components. Some consumers want only the most basic of e-bike features, including lights, a cargo rack/basket, and a water bottle holder. Others are focused more heavily on safety features, such as brake type. And still others are concerned with convenience and portability.
