I bought this bike from a dealer after extensive research on ebikes. The Elby is on par with European commuter ebikes at a better price point, you get a lot for your $ here. Elby is the complete package commuter: lights & a USB charger (for a phone or whatever) are integrated into the motor’s power supply and wired inside the frame. Rugged fenders have heavy-duty cross braces to attach baskets and whatnot. Thick Continental tires make for a comfy ride. The step-through frame is very convenient, built stout enough to carry me (200#) and two loaded baskets down hills and around curves with perfect stability. Bicycle shall mean (1) every device propelled solely by human power, upon which any person may ride, and having two tandem wheels either of which is more than fourteen inches in diameter or (2) a device with two or three wheels, fully operative pedals for propulsion by human power, and an electric motor with a capacity not exceeding seven hundred fifty watts which produces no more than one brake horsepower and is capable of propelling the bicycle at a maximum design speed of no more than twenty miles per hour on level ground.

Thus, a pedal bicycle with an electric motor or a non-pedal bicycle with an electric motor, automatic transmission, and maximum speed of 30 miles an hour would fall under the definition of motorized bicycle. An electric bicycle that did not meet those restrictions would be either a motorized scooter or motorcycle, depending on specific characteristics.
Electric bicycles are not allowed in any public area, meaning an area where there is full or partial public access. Any kind of pedal assist, electric bike, scooter, moped or vehicle which has any form of propulsion, whether in full or as assist, other than human power, must be approved as either a car, motorcycle, van, truck, bus or similar. This makes pedelecs and tilt-controlled two-wheel personal vehicles illegal in all practical ways, as they cannot be registered as a motor cycle.[36]

The other shout-out goes to Paul Bogaert who decided to close the Bike Doctor after 27 years and instead cycle tour the world with his wife. Paul had an early role in Vancouver bicycle advocacy and at bringing cycle riding to a less elitist/athletic and more everyday commuter crowd through their shop.  They were among the early shops to embrace family friendly cargo bikes and  appreciated the role that electric would play in making cycling more broadly appealing.

Like most electric bikes, the Rad Wagon is also fairly heavy, weighing 72 pounds. The last drawback is that it comes in only one frame size (which I imagine helps to keep costs lower) that fits rider heights between 5 foot 2 inches and 6 foot 2 inches. My 6 foot 4 husband, however, can ride the bike just fine, so there’s some wiggle room to this range.

There's no question that electric bikes are far better for the environment than petrol-powered car engines. But that doesn't mean they're completely perfect. Making and disposing of batteries can be very polluting. Not only that, but an electric bicycle is still using energy that has to come from somewhere. You may think you're using clean green power, but the electricity you use for getting about might have come from a filthy old, coal-fired power plant or one driven by nuclear energy. (If you're lucky, of course, it might have come from solar panels or a wind turbine!) Ebike definition in Colorado follows the HR 727 National Law: 20 mph (30 km/h) e-power and 750 W (1 hp) max, 2 or 3 wheels, pedals that work. Legal low-powered ebikes are allowed on roads and bike lanes, and prohibited from using their motors on bike and pedestrian paths, unless overridden by local ordinance. The city of Boulder is the first to have done so, banning ebikes over 400W from bike lanes. Bicycles and Ebikes are disallowed on certain high speed highways and all Interstates unless signed as "Allowed" in certain rural Interstate stretches where the Interstate is the ONLY means of travel.[83]

This electric bike received a five star. The assembly was pretty simple. I ordered a set of lights and a over rear tire carrier rack from amazon that took longer to install than it took too assemble the bike.This is a solid built by that is attractive and worthy of this price point. The build quality of this bike was very good. So far I've done a few test and it runs perfect. I've put on 50+ miles on this bike and have used it on flat ground, dirt roads, rocky trails and grassy fields. The bike runs quicker than what I expected from a small 250 W hub motor. I really like it in almost every way.

"Moped" means a device upon which a person may ride which has two or three wheels in contact with the ground, a motor having a maximum power output capability measured at the motor output shaft, in accordance with the Society of Automotive Engineers standards, of two horsepower (one thousand four hundred ninety -two watts) or less and, if it is a combustion engine, a maximum piston or rotor displacement of 3.05 cubic inches (fifty cubic centimeters) and which will propel the moped, unassisted, on a level surface at a maximum speed no greater than thirty miles per hour; and a direct or automatic power drive system which requires no clutch or gear shift operation by the moped driver after the drive system is engaged with the power unit.
