On February 4, 2014, SB997 was introduced by Senator Matt Smith, which seeks to amend PA Vehicle Code to include "Pedalcycle with Electric Assist". In a memo addressed to all senate members, Smith said the definition shall include "bicycles equipped with an electric motor not exceeding 750 watts, weighing not more than 100 pounds, are capable of a maximum speed of not more than 20 mph, and have operable pedals."[128][129]

Electric bicycles use batteries as a source of power and a quiet DC motor as a driving mechanism. On most e-bikes the motor is built directly into the wheel (known as a hub motor) and the batteries are discreetly hidden in the rear rack or frame. Electric bikes can be operated just like normal bicycles, but they can also be power-driven by a throttle or pedaled with the help of pedal-assist (PAS or pedelec).
In some countries mixed systems, i.e. pedaling and/or using a throttle is legal. In EU countries and Switzerland this is not the case. I.e. you can buy an electric scooter, but this is not considered to be an e-bike in the moped / light scooter category. That kind of hack is probably more difficult, unless the original design has been modified to fit with (s)Pedelec specs. E.g. The Ezee models are of that kind and modifications to revert to the original does not seem to be too difficult...
The Wavecrest Tidalforce M-750 was based on The original military experimental M-313 model. The M-313/M-750X was the first electric bike to be made and tested by Wavecrest Labs. It is based on a design developed for the Defense Advanced Research Projects Agency (DARPA) that was meant to allow zero-heat long distance troop movements for the United States Marine Corps in Afghanistan. The rear wheel in-hub motor and 36 volt/8ah front-hub battery were mounted onto a standard Montague Bicycles Paratrooper Bicycle frame. The 1000 watt rear hub motor had no set speed restriction, but was limited to about 25-32 (depending on load weight) MPH on a flat course. The distance the bike traveled on a single charge ranged from 15 miles (heavier load with no pedaling) to about 25 miles (vigorous assisted pedaling with less hill climbing).

In general, electric bicycles are considered "bicycles", rather than motor vehicles, for purposes of the code. This implies that all bicycle regulations apply to electric bicycles including operation in bike lanes. Exceptions to this include a restriction of operation on sidewalks and that a license or permit is required if the rider is younger than 17 years of age.[125]
First, think about what you need your bike for -- if it's just for a short city commute, in among traffic, then consider a smaller frame that's easy to manoeuvre through cars. The other shout-out goes to Paul Bogaert who decided to close the Bike Doctor after 27 years and instead cycle tour the world with his wife. Paul had an early role in Vancouver bicycle advocacy and at bringing cycle riding to a less elitist/athletic and more everyday commuter crowd through their shop.  They were among the early shops to embrace family friendly cargo bikes and  appreciated the role that electric would play in making cycling more broadly appealing.
