On October 22, 2014 PA house bill 573 passed into law, which is Act 154, which changes the definition of "pedalcycle" (bicycle) in the PA state vehicle code. "Pedalcycle" is now defined as a vehicle propelled solely by human-powered pedals or a "pedalcycle" (bicycle) with electric assist( a vehicle weighing not more than 100 pounds with two or three wheels more than 11 inches in diameter, manufactured or assembled with an electric motor rated no more than 750 watts and equipped with operational pedals and travels at speeds less than 20 mph). This bill allows the usage of pedal assisted bicycles in PA that follow the adopted state guidelines.
Electric mountain bikes have garnered a lot of attention for their ability to help riders go higher, further, and faster on the trail. As a result, there have been some impressive new eMTB models to hit the market in recent years, making it easier than ever to head off-road. Our favorite is the Haibike SDURO HardNine, which comes equipped with a 350-watt Bosch Performance CX drive and a 500 watt-hour battery. Depending on local laws, many e-bikes (e.g., pedelecs) are legally classified as bicycles rather than mopeds or motorcycles. This exempts them from the more stringent laws regarding the certification and operation of more powerful two-wheelers which are often classed as electric motorcycles. E-bikes can also be defined separately and treated under distinct Electric bicycle laws.

It's a simple brushless motor from a PC cooling fan, but it works in broadly the same way as a bike's hub motor. There's a static part made up of four electromagnet coils (left) and a rotating part (right) made from a permanent magnet (the gray ring) that clips onto it. When the coils are energized in sequence, they generate a magnetic field that makes the permanent magnet and fan spin around. At a glance, a hub motor looks much like an ordinary bicycle hub, but look closer and you'll find it's a lot more bulky.

Where you have a junction box or a connector, the stress is concentrated over a small area near this stiff spot on the cable. The batteries are the most important parts of the bike, because (if you don't do any pedaling) they contain all the power that will drive you along. Typical electric bike batteries make about 350–500 W of power (that's about 35–50 volts and 10 amps), which is about a quarter as much as you need to drive an electric toaster. In theory, you could use any kind of battery on a bicycle. In practice, however, you want to use something that stores lots of power without being too heavy—or you'll be using half your power just moving the battery along! That tends to rule out heavy lead-acid batteries like the ones that start cars, though some electric bikes do use them. Lightweight lithium-ion batteries, similar to those used in laptop computers, mobile (cellular) phones, and MP3 players, are now the most popular choice, though they're more expensive than older rechargeable battery technologies such as nickel-cadmium ("nicad"). Typical batteries will give your bicycle a range of 10–40 miles between charges (depending on the terrain) and a top speed of 10–20 mph (which is about the maximum most countries allow for these vehicles by law). You can extend the range by pedaling or free-wheeling some of the time.
A new European product safety standard EN 15194 will be published in 2009. EN 15194 contains several new requirements for ebikes to be sold in European Union and European Economic Area, including weight and voltage limitations. EN 15194 also defines a specific name for EU approved electrically-assisted cycles, EPAC - "Electrically Pedal Assisted Cycle".

And let’s not forget the economic advantages of owning an e-bike. The annual cost of running a new family car is, on average, about $9,000 per year. Running an electric bike costs around $400 per year. And while filling a gas tank costs around $30, recharging an electric bike battery costs only about 50 cents. A tank of gas may get you further, but not 60 times further!

In summary, federal law trumps all States’ laws. That is true with bicycle law, too. States can’t define an ebike a bicycle if greater than 750W/20mph, nor can they define an ebike a motor vehicle if less than the Federal Government’s limit of 750 Watts and a top electric-powered speed of 20 MPH.3This is the Federal definition of a low speed electric bike, which equates it to a bicycle.

One of the profound economic implications of bicycle use is that it liberates the user from oil consumption.(Ballantine, 1972) The bicycle is an inexpensive, fast, healthy and environmentally friendly mode of transport. Ivan Illich stated that bicycle use extended the usable physical environment for people, while alternatives such as cars and motorways degraded and confined people's environment and mobility.[105] Currently, two billion bicycles are in use around the world. Children, students, professionals, laborers, civil servants and seniors are pedaling around their communities. They all experience the freedom and the natural opportunity for exercise that the bicycle easily provides. Bicycle also has lowest carbon intensity of travel.[106]
Geared Hub Motors – Most pre-built e-bikes use brushless geared hub motors. These motors have internal planetary gears that help transfer power from the motor to the wheel. Because of the internal gearing, these motors provide excellent torque but are limited in top speed. On the plus side, the improved torque means better take-off power and hill climbing ability. Plus, less wattage is required to get the motor turning and they’re typically small and lightweight. On pre-built e-bikes, these motors range from 200w-500w and go up to 20mph. But some aftermarket kits can be as powerful as 1000w, with increased top speeds and huge amounts of torque (ideal for extremely hilly terrain). Besides lower top speeds, these motors tend to be expensive and it’s possible the gears will eventually wear out and need to be replaced (this is highly unlikely, they las quite a long time). Good examples are Ancheer bikes.
E-bikes can boost bike usage, offer health benefits and use “an order of magnitude less carbon dioxide than a car traveling the same distance,” according to a 2016 research review published in the journal Transport Reviews.  In fact, access to an e-bike increased cycling trips and distances traveled – and nearly doubled the bike as a mode of transportation, observed one Norwegian study.
Power-assist: Also known as pedal-assist bikes, these are the bicycle equivalents of hybrid cars: they're designed to be pedaled quite a lot of the time and electrically powered either when you're tired or when you feel like a bit of electric help (when you're going up hill, for example). Unlike full-power bikes, they don't have hub motors; instead, there's a separate electric motor mounted near the rear wheel and driving it either through the gear sprocket or simply by pressing against the rear tire. Where a hub motor is difficult or impossible to pedal without any power (because you're effectively turning it into a generator), power-assist motors turn easily with little or no resistance when you pedal. That gives power-assist bikes much greater range than hub-motor ones (as much as 80–145km or 50–90 miles).

But electric bicycles—e-bikes—are new territory for me. Broadly speaking, there are two basic options in e-bike land: power-on-demand and pedal-assist. With the former, the rider can control the speed with a throttle instead of just pedaling. Think moped but with an electric motor instead of internal combustion. Pedal-assist, by contrast, requires the rider to do some of the work. The electric motor won't engage unless the rider is pedaling.
